Anyone who sends staff out to work alone, whether that’s a community nurse visiting patients at home, a maintenance engineer on a rooftop, or a retail worker closing up a store after hours, carries a legal duty to protect them. In the UK, the Management of Health and Safety at Work Regulations 1999 make this explicit: employers must assess the risks facing lone workers and put controls in place to remove or reduce them. A lone worker risk assessment is how that duty gets turned into practice.

Unlike a standard workplace risk assessment, a lone worker assessment has to account for the fact that help isn’t nearby. A minor slip that would be brushed off in a busy office can escalate quickly when there’s no one around to notice, respond, or call for assistance. Getting the assessment right means thinking through what could go wrong and, just as importantly, how quickly someone could find out if it did.

Who Counts as a Lone Worker

Before writing anything down, it’s worth clarifying who the assessment actually needs to cover. The Health and Safety Executive defines a lone worker as someone who works without close or direct supervision. That’s broader than it first sounds. It includes people who are physically isolated, such as field engineers or delivery drivers, but also people working separately from colleagues at the same site, like a cleaner working after the rest of the team has gone home, or a receptionist alone on a night desk.

Common examples include home care workers, social workers, security staff, engineers in confined spaces, estate agents conducting property viewings, and retail or hospitality staff on early or late shifts. If a role involves periods where nobody else can see or hear the employee, it needs to be assessed.

Step One: Identify the Hazards

Start by mapping out what could realistically go wrong during the task, not just in general terms, but specific to the environment and the work involved. Hazards typically fall into a few categories:

  • Physical hazards: slips, trips, falls, faulty equipment, manual handling injuries, or exposure to hazardous substances
  • Environmental hazards: extreme weather, poor lighting, remote or unfamiliar locations, confined spaces
  • Medical hazards: pre-existing conditions such as epilepsy or cardiac issues that could cause sudden incapacitation with nobody present to help
  • Violence and aggression: particularly relevant for public-facing roles like healthcare, retail, and home visits, where a worker may encounter hostile members of the public

It helps to walk through the task from start to finish, rather than relying on a generic checklist. A home visit and a warehouse shift overnight carry very different risk profiles even though both involve lone working.

Step Two: Evaluate Who Might Be Harmed and How

Once hazards are identified, assess the likelihood of each one occurring and the severity of the consequences if it did. This is where lone working risk assessments differ meaningfully from standard ones. The same incident, say, a fall or a medical episode, is objectively more dangerous for someone working alone because there’s no immediate way to summon help. A useful question to ask at this stage is simple: if something happened right now, how would anyone know, and how long would it take for help to arrive?

Consider factors specific to the individual too, including their experience level, training, familiarity with the task, and any medical conditions that might affect their ability to work safely alone.

Step Three: Decide on Control Measures

This is the core of the assessment: what will actually be done to reduce the risks identified. Controls generally fall into a few groups:

  • Procedural controls: clear guidelines on what tasks can and cannot be carried out alone, and when work should stop and a second person should be brought in (for example, certain confined space or electrical work)
  • Communication and check-in systems: scheduled check-ins, buddy systems, or automated alerts if a worker misses a check-in
  • Monitoring technology: GPS tracking, panic buttons, or dedicated lone worker solutions that combine location monitoring with a direct line to a trained response team when something goes wrong
  • Training: ensuring workers understand the risks of their role, how to use any safety equipment, and what to do in an emergency
  • Environmental controls: adequate lighting, restricted access to hazardous areas, and properly maintained equipment

The right mix depends on the role. A field engineer working with machinery needs different controls to a home care worker visiting clients, even though both are lone workers.

Step Four: Record Findings and Assign Responsibility

Every risk assessment should be written down, not just discussed informally. Recording it creates accountability and gives new managers or auditors a clear reference point. The record should include the hazards identified, who is at risk, the control measures in place, and who is responsible for implementing and maintaining them.

This step also protects the organisation. If an incident occurs, a documented risk assessment demonstrates that reasonable steps were taken, which matters both for regulatory compliance and for insurance purposes.

Step Five: Review Regularly

A lone worker risk assessment isn’t a one-off exercise. The HSE generally recommends an annual review, but certain triggers should prompt an earlier one, including a change in role, a new location, an incident or near miss, or feedback from the workers themselves. Involving lone workers directly in the review process tends to surface risks that wouldn’t otherwise be obvious from a desk, since they’re the ones who experience the working conditions first-hand.

Getting the Balance Right

The goal of a lone worker risk assessment isn’t to eliminate lone working altogether. For many roles, working alone is simply how the job gets done, and that’s fine as long as the risks are properly understood and managed. What matters is that the assessment is specific to the actual tasks and environments involved, that it results in real, workable controls rather than a box-ticking document, and that it gets revisited as circumstances change.

Getting this right protects the people doing the work and gives employers a clear, defensible record that they’ve met their duty of care.
