Character Education in Schools: What Parents Should Ask

Character education in schools is the deliberate development of virtues such as honesty, resilience, courage and service, taught alongside the academic curriculum. It matters because employers, universities and children themselves increasingly need judgement and self-discipline, not just grades — and because it is far easier to claim than to actually do.

What Character Education Actually Means

Character education in schools is an umbrella term for every explicit and implicit activity that helps a young person develop positive personal strengths. According to the Jubilee Centre for Character and Virtues at the University of Birmingham — the UK’s most-cited authority on this — character is best understood as being caught, taught and sought.

Caught means absorbed from the culture around a child: how staff speak to each other, how older pupils treat younger ones, what the school quietly tolerates. Taught means the intentional part — assemblies, tutor time, literature, debate, structured reflection. Sought means the pupil eventually takes it on themselves, developing what the Jubilee Centre calls practical wisdom: the ability to work out the right course of action when the rules don’t obviously apply.

The framework sorts virtues into recognisable groups. It’s a useful checklist when a school tells you it “develops the whole child” and you want to know which part.

Virtue type

Examples

What it looks like in a school

Moral

Courage, compassion, honesty, respect

How pupils behave when no staff member is watching

Civic

Service, volunteering, community awareness

Outreach, charity work, positions of genuine responsibility

Performance

Resilience, determination, teamwork

Sport, expeditions, rehearsal, recovering from a bad result

Intellectual

Curiosity, critical thinking, reflection

Extended projects, questioning in lessons, independent research

Most schools do the performance virtues well, because sport and music make them visible. The moral and civic columns are where the real differences between schools show up.

What Character Education Is Not

Clearing up three common misreadings makes the school-visit conversation much sharper.

Character education is a structured, whole-school approach to developing virtues. It is not a behaviour policy with better branding. A behaviour policy tells pupils what will happen if they break a rule; character education is concerned with why a pupil would choose not to break it in the first place. A school that can only describe its sanctions ladder has answered a different question than the one you asked.

Character education is compatible with academic ambition, and on the evidence it supports it. It is not a soft alternative to rigour, or a consolation prize for schools with modest results. According to the University of Birmingham, character education is linked to improved educational attainment, better mental health and stronger employability as well as fewer behaviour problems.

Nor is it the same as PSHE. PSHE is a timetabled subject with a syllabus. Character education is mostly untimetabled — it lives in how sport is coached, how prefects are chosen, and what happens in the twenty minutes after a pupil gets something badly wrong. A school can have an excellent PSHE curriculum and a thin character culture, and the reverse is equally possible.

Why Character Education Matters More Now Than a Decade Ago

Three shifts have pushed this up the agenda for UK parents.

The first is assessment. As AI tools absorb more of the routine cognitive work that used to signal ability, the qualities that remain distinctly human — judgement, integrity, the willingness to persist at something difficult — carry more weight with employers and admissions tutors. A grade profile says less on its own than it did in 2016.

The second is wellbeing. Adolescent mental health has been under sustained strain, and schools have found that resilience cannot be bolted on during exam season. It is built over years through small, repeated experiences of difficulty that a child gets through with support.

The third is policy attention. The Department for Education’s Character Education Framework Guidance sets out six benchmarks schools can use to audit their provision, and reminds schools of the statutory duty to promote pupils’ spiritual, moral, social and cultural development as part of a broad and balanced curriculum. According to the Association for Character Education, the UK body that accredits schools in this area, the caught-taught-sought model is now the mainstream framework for that work.

The practical consequence for parents: nearly every prospectus you read this autumn will use this language. The vocabulary has become standard. The delivery has not.

Where Character Is Really Formed

Ask any experienced head where character is actually built and few will point to a lesson. It happens in the unstructured, slightly uncomfortable parts of school life.

Expeditions and outdoor work do it particularly efficiently, because the feedback is immediate and impersonal. A wet hillside does not care about a pupil’s mock results. Duke of Edinburgh’s Award groups, long-distance running, orchestral rehearsal, competitive sport and school productions all share the same structure: a young person commits publicly, works at something for months, and finds out whether they can hold their nerve.

That is why a school’s co-curricular programme tells you more about its character work than its values statement does. The question to press on is not what is offered, but who takes part. If the same twenty confident pupils fill every activity, the programme is a shop window. If participation is broad and something is expected of everyone, the culture is real.

Geography helps some schools here. Giggleswick School, for instance, sits on a 215-acre campus in the Yorkshire Dales just outside Settle, with fell and cross-country running a particular strength — an environment where outdoor challenge is routine rather than an annual trip. The school’s Headmaster, Sam Hart, is a fell runner and former Army Air Corps officer who led mountain expeditions before moving into teaching, which is a fair illustration of the caught principle: pupils read what the adults around them actually value.

How to Judge a School’s Character Education on an Open Day

Prospectuses are unreliable on this subject because every school uses the same words. Pupils are far more reliable, because they cannot rehearse a culture they haven’t experienced. Take these questions with you to a school open day and put most of them to pupils rather than staff.

Ask

A convincing answer sounds like

A warning sign sounds like

“What are the school’s values?” (to a pupil)

Names two or three and gives a specific example unprompted

Points at a wall display or can’t recall them

“What happens here when someone makes a mistake?”

Describes a conversation, a repair, a way back

Describes only the sanction

“Who does co-curricular activities?”

“Everyone has to do something” with real breadth

Lists only elite teams and star performers

“How are pupils given responsibility?”

Younger pupils hold real roles, not just Year 13

A small prefect body with ceremonial duties

“How do you know it’s working?”

Named framework, audit, external accreditation

“It’s just part of who we are”

One more test costs nothing. Watch how pupils treat each other in corridors when the tour group has moved on, and how they speak to the staff who are not teaching them. Character shows up in the unsupervised twenty seconds, not in the set-piece.

Does Boarding Change the Character Question?

Boarding intensifies the caught element, for better or worse, because the pupil is inside the culture around the clock rather than for six hours a day. Meals, prep, disagreements, tidying and downtime all become part of the formative environment, supervised by resident house staff rather than parents.

That raises the stakes on the questions above. In a boarding context, pastoral structure is the character infrastructure: who a child goes to at 9pm matters more than any assembly. Ask how houses are staffed, how often the same adult sees the same child, and how the school notices when a pupil is quietly struggling.

It also does not require full boarding to access. Many UK schools now run flexible arrangements alongside day places — Giggleswick School, for example, offers 3-night and 5-night flexi boarding as well as bespoke patterns agreed with individual families, with boarding available from Year 4 and around 44% of pupils boarding across its five houses. The relevant point for character is not the number of nights but whether the child is genuinely inside the community or on its edge. A day pupil who stays for rehearsals, fixtures and expeditions is more embedded than a boarder who goes home every weekend.

Frequently Asked Questions

What is character education in schools?

Character education covers all the explicit and implicit activities a school uses to help pupils develop virtues such as honesty, resilience, courage and service. The Jubilee Centre for Character and Virtues groups these into moral, civic, performance and intellectual virtues, and describes character as caught from the school’s culture, taught in lessons, and sought by the pupil themselves.

Is character education compulsory in UK schools?

A standalone character curriculum is not compulsory. Schools in England do have a statutory duty to promote the spiritual, moral, social and cultural development of pupils as part of a broad and balanced curriculum, and the Department for Education published non-statutory Character Education Framework Guidance in 2019, including six benchmarks schools can audit themselves against.

What is the difference between character education and PSHE?

PSHE is a timetabled subject covering health, relationships and living in the wider world. Character education is broader and largely untimetabled: it runs through how staff behave, how sport and co-curricular activities are organised, how pupils are trusted with responsibility, and how the school responds when a pupil gets something wrong.

How can I tell if a school takes character education seriously?

Ask pupils rather than staff. A school with a genuine character culture produces pupils who can name a value and give a specific example without prompting. Also ask what happens after a mistake, and who is expected to take part in co-curricular activities. Vague or purely academic answers usually mean the values live on a wall rather than in daily practice.

Does character education improve exam results?

The evidence points that way, though character is not primarily an attainment strategy. According to the University of Birmingham, character education is associated with improved educational attainment, better mental health and stronger employability, as well as reduced behaviour problems. It is best understood as a foundation for learning rather than a shortcut to grades.
