Parking penalties have become a serious expense for UK motorists, and recent figures show just how quickly ticket numbers are climbing. In London alone, authorities issued more than 9.46 million penalty charge notices in 2024/25, a 13.5% increase in a single year.  

That total, however, includes parking, bus-lane and moving-traffic contraventions, so it shouldn’t be read as parking tickets alone. Still, parking PCNs have increased considerably, and that direction is clear, which means drivers can’t afford to treat local restrictions as background street furniture.

Several forces sit behind this trend. To start with, more streets now have controlled parking, school-street restrictions, bus gates and low-traffic measures. Camera-based enforcement can also identify contraventions without an officer standing nearby. 

There’s another wrinkle. Different councils have different road layouts, payment systems and permit rules, which means a habit that’s perfectly legal in one borough may produce a ticket in the next. 

London’s Numbers Set the Pace 

London authorities, Transport for London and the London Lorry Control Scheme issued 9,462,185 PCNs during 2024/25. In the previous year, the total was 8,333,486. That’s roughly 1.13 million additional notices. 

Now, parking tickets were only part of the rise. Bus-lane PCNs increased by 16.8%, while notices for moving-traffic contraventions rose by 13.3%. A driver might park perfectly well, then receive a notice for entering a restricted street or making a prohibited turn that wasn’t obvious at the time. 

Separate freedom of information findings for 2025/26 found that London councils that responded issued more than five million parking and driving fines. Westminster reportedly issued 645,261 tickets and raised nearly £38 million, while Islington generated close to £26 million from around 455,000 notices. Ten councils didn’t supply figures, so the actual total was higher. 

A High Ticket Total Doesn’t Mean Pure Profit 

Headlines often present every pound collected as council profit. But that’s not the reality. The councils have to pay for enforcement staff, cameras, processing systems, payment services, signs, road markings, appeals and debt recovery. 

London Councils says PCN income first funds traffic and parking services, and then any surplus is ring-fenced for eligible transport purposes, including concessionary travel schemes.  

Drivers can still question whether local enforcement is fair, proportionate or clearly signposted. Moreover, their argument needs to separate gross income from surplus; otherwise the numbers tell only half the story. 

What Motorists Should Check Before Parking 

Now, car owners and drivers can avoid this mess entirely by being a little more cautious. Because a rushed glance at the nearest sign isn’t enough in a controlled area, as restrictions can change by time, vehicle type, bay or side of the road. 

Therefore, before leaving the car, check: 

  • The bay markings from end to end 
  • The operating hours on the closest relevant sign 
  • Whether the space is reserved for residents, loading or disabled users 
  • The vehicle registration entered into the payment app or machine 
  • Maximum-stay and no-return conditions 
  • Temporary suspension notices attached to nearby posts 
  • Whether payment confirmation has actually arrived 
  • Keep the receipt or take a screenshot. It takes seconds 

Drivers visiting an unfamiliar place can also check parking options before setting off. Services such as Parksy can help motorists find where to leave their vehicle, rather than circling busy streets and making a hurried decision. 

Why Payment Errors Still Matter 

Paying something doesn’t automatically mean the correct parking session exists. One mistyped registration character, the wrong location code, or a payment attached to another saved vehicle may leave no valid session against the car in the bay. 

While that feels harsh, it also explains why evidence matters. That’s why, take screenshots showing the payment time, registration, location code, and confirmation number. If the app freezes or a machine rejects payment, photograph the screen and nearby instructions. Don’t assume the council’s system will preserve evidence of an unsuccessful attempt. 

Received a PCN? Don’t Rush the Next Step 

Now, on to a more serious conversation: you have received a PCN; what’s next? Well, firstly, not every ticket should be challenged. In cases where the contravention is clear and the notice is accurate, paying within the discount period may be the least costly choice. 

But drivers should inspect the evidence before paying. They must check the date, time, registration, location, and alleged contravention. And then compare the council’s photographs with the site’s signs and markings.  

One point to remember here is that if you return later to collect evidence, a temporary sign may have moved or disappeared, so note when each photograph was taken. 

So, a useful challenge should be brief and specific. State what happened, identify the ground for disputing the notice, and attach evidence in a sensible order. A long complaint about council revenue won’t answer whether that particular PCN was valid. 

When the Process Went Wrong: A Look At a Real-Life Mishap 

A decision from the Local Government and Social Care Ombudsman shows why motorists shouldn’t ignore procedural errors. A driver said she hadn’t received the original PCN and therefore lost the chance to pay at the discounted rate or make representations.  

The Ombudsman found that Barking and Dagenham Council hadn’t properly considered her circumstances or explained the next stage. The council agreed to refund £195 and reissue the original notice, restoring her opportunity to pay the discounted amount or challenge it.  

This didn’t erase the alleged contravention but corrected a flawed process, and this distinction matters. 

Know Where an Appeal Can Go 

So, before making the appeal, it is important to know where it goes. It helps vehicle owners like you follow the right process and resolve legal issues quickly.  

For instance, if an informal challenge fails, the owner may later receive a Notice to Owner and make formal representations. Whereas a rejection can normally be taken to an independent tribunal.  

Parking violation cases in London go to the London Tribunals, while cases elsewhere in England are generally handled by the Traffic Penalty Tribunal. 

The UK Government’s civil parking enforcement statistics guidance also warns that the quality of council-level data varies because authorities use different recording systems and practices. That’s why comparisons between councils aren’t always like-for-like, and it is also not good practice. 

To provide some context, in London, 47,935 appeals were received during 2024/25, and appellants won 49.4% of decided appeals. That doesn’t mean any random challenge has a fifty-fifty chance. It does show that independent review can change the outcome when the facts or procedure support the motorist. 

Clearer Decisions Can Prevent Expensive Mistakes 

Record PCN totals aren’t likely to make drivers feel warmly towards parking enforcement. Nor should councils dismiss concerns about confusing signs, awkward payment systems or notices that aren’t handled properly. 

For motorists, the practical answer is less dramatic: check the restriction, retain proof and read every notice promptly. Then if the ticket appears valid, deal with it before the charge rises, and if it doesn’t, challenge the specific error with evidence and follow the stated timetable. 

A few careful minutes at the curb can save weeks of exchanging appeals and paying fines later.
